Consultant on NZNP Global Measurement Framework
About this role
The work of the consultant will contribute to implementing component three of the Global Environment Fund-funded ‘Net-Zero Nature-Positive Accelerator Global Platform’ project, which seeks to support child countries to accelerate efforts to achieve net-zero nature-positive economies through the catalysing of finance and partnerships, the triggering of investment, the promotion of policy and governance coherence, and the curation, diffusion and transferring of experiences, good practices and lessons learned. In this regard, the work of the consultant will also contribute to UNEP’s ‘Climate,’ ‘Nature,’ ‘Science and Policy,’ and ‘Finance and Economic Transformation’ Programmes.
UNEP is the voice for the environment within the United Nations system, acting as a catalyst, advocate, educator, and facilitator to promote sustainable development through the effective use of the global environment. Its Industry and Economy Division plays a leading role in the Green Economy Initiative, which aims to shift national economies towards a sustainable trajectory. By doing so, it seeks to ensure that growth is driven by increased investment in green sectors and a transition of consumers’ preferences to sustainable goods and services. Located within this Division, the Economic and Fiscal Policy Unit examines the manner in which economics, and finance interact with the environment, thereby contributing to sustainable development at the local, national, regional, and global levels.
As the coordination project of the GEF Net-Zero Nature-Positive Accelerator Integrated Programme (NZNPA IP), this global project serves as the basis for the innovative approach of combining nature and climate global agendas. To this end, the global platform will service, coordinate amongst, and create capacities and enabling conditions for the 12 countries taking part in the NZNPA IP. Under this integrated programme, these countries will be concomitantly implementing their own national NZNPA ‘child projects’. In this sense, the global platform is an ‘enabler’ that will support participating countries to achieve significant global and local environmental benefits through its enabling actions, which lead to further sustainable development co-benefits.
In this regard, the global platform’s objectives are to accomplish the following three outcomes: Outcome 1: Participating countries undertake NZNP planning, taking into consideration new global knowledge shared through the global platform. Outcome 2: (i) Participating countries take steps to promote NZNP investments, taking into consideration new global knowledge shared through the global platform, and (ii) MDBs and DBs enhance coordination on NZNP financing and MDBs, DFIs and IFIs take steps to apply new global knowledge in NZNP investments. Outcome 3: Participating countries take steps to disseminate and track NZNP actions, taking into consideration new global knowledge shared through the global platform.
Specific tasks and responsibilities: The consultant’s responsibilities are to support NZNP participating countries to track NZNP actions by developing knowledge products on NZNP global measurement framework. The consultant will include, but will not be limited to, deliver the following activities of the outputs below:
- NZNP Global Measurement Framework and Manual: Conduct a thorough analysis of different measurement methodologies relevant to NZNP, with a focus on the Green Economy Measurement Framework. Propose a framework using the analysis done for indicator selection. Conduct data collection based on the methodology, subsequently analyzing the results. Prepare a written draft of the manual. Develop presentation materials for one webinar. Conduct one interactive global webinar. Provide inputs to a summary report detailing the key questions, answers, and discussions raised during the session.
- Two Regional Workshops on NZNP Measurement Framework: Develop comprehensive materials for two workshops. Present the measurement framework in coordination with the UNEP-WCMC at the two regional workshops. Provide inputs to a summary report detailing the key questions, answers, and discussions raised during the session.
- Child Country Clinic: Support the UNEP Project team to select the child country in which the clinic will be held, and provide inputs on the overall agenda. Develop presentation materials for the country child clinic. Conduct the presentation(s). Provide inputs to a summary report detailing the key questions, answers, and discussions raised during the session.
- NZNP Global Measurement Framework Dashboard: Provide an initial design of the visualizations and functionalities of the dashboard to present the results of the NZNP Global Measurement Framework.
Master’s or higher degree in economics, public policy, environment policy, statistics, or related field. A PhD is an advantage. At least 5 years of work experience with at least two years related to implementing NZNP or green economy monitoring frameworks is required. Strong background in statistical analysis, data collection methodologies, and the use of data analysis tools is required. Demonstrated ability to design, develop, and implement comprehensive measurement frameworks that accurately assess performance across various sectors is required. Demonstrated ability to translate relevant data into actionable insights is required. Experience in conducting modeling and indicators work is an advantage. In particular, experience in working on measurement for monitoring frameworks is an advantage.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
