PROGRAMME MANAGEMENT OFFICER
About this role
This position is located in the Programme Planning, Data Analytics and Reporting Unit of the Programme Support and Management Service (PSMS) in the United Nations Trade and Development (UNCTAD). The Programme Management Officer reports to the lead, Programme Planning, Data Analytics and Reporting Unit.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties in connection with the programme planning, monitoring, data analysis and reporting functions of the organization:
- Participates and supports the Lead of the Programme Planning, Data Analytics and Reporting Unit in the development of the organization's annual proposed programme plan and in monitoring of its implementation; reviews relevant documents, inputs and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions, and supports the preparation of reports.
- Provides support in substantive servicing of the meetings of the Working Party on the Programme Plan and Programme Performance related to the review of the programme plan and performance information.
- Performs consulting assignments, in collaboration with the substantive divisions by planning and facilitating workshops and interactive sessions and assisting in developing the action plan the client (substantive divisions) will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy development, including the review and analysis of issues and trends.
- Undertakes data collection and data analysis in support of UNCTAD Management Information System (Dashboard).
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Provides support to the Lead, Programme Planning, Data Analytics and Reporting Unit, as required.
- Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, strategic planning, evaluation, administration or related area is required. At least two years of hands-on experience with the United Nations or a comparable international organization in programme planning and budgeting processes, including direct involvement in the preparation of programme plan documents and coordination of cross departmental planning exercises, is required. Experience servicing meetings of the governing bodies of the United Nations system or of other intergovernmental organizations at the international level is desirable. Two years of experience in data analytics and Enterprise Resources Planning applications such as Umoja modules related to planning, budgeting or performance monitoring (e.g., IPMR, ECC, SMA), and/or Power BI to produce corporate-level dashboards or analytical reports, is desirable. Experience supporting organizational performance reviews, such as annual performance cycles, mid-term reviews, or establishing and monitoring controls and key performance indicators, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
