National Consultant on Monitoring and Evaluation (M&E)

Months 1–3: Setup & Systems Rollout

• Comprehensive M&E Plan: Deliver an updated results framework for Outputs 1.1, 1.2, and 1.3 to the THRIVE Programme Manager at ITC HQ by Day 45.
• M&E Toolkit: Roll out digital data collection templates and project monitoring tools by Month 2.
• Biannual Training Report 1: Submit the first capacity-building report tracking initial M&E training sessions for local staff and implementing partners by Month 3.
• Q1 M&E Report: Submit the first quarterly performance summary and data analysis by Month 3.
• Ongoing Systems: Submit Monthly Activity Reports by the 5th of each month and log all project training data onto the ITC Event Platform by the end of each month.

Months 4–6: Field Monitoring & Evaluation

• Central Database: Build and launch the centralized beneficiary tracking database by Month 5.
• Turkana Field Mission 1: Complete a site monitoring visit to Turkana County and submit a data verification audit by Month 5.
• Q2 M&E Report: Submit the Q2 progress and data analysis report to ITC HQ by Month 6.
• Ongoing Systems: Submit Monthly Activity Reports (by the 5th) and maintain 100% complete event logs on the ITC Event Platform (by the end of each month).

Months 7–9: Impact Tracking & Verification

• Turkana Field Mission 2: Conduct a second monitoring mission and document 3 human-impact success stories by Month 8.
• Q3 M&E Report: Deliver the Q3 performance analysis focused on social MSME competitiveness by Month 9.
• Ongoing Systems: Submit Monthly Activity Reports (by the 5th) and keep all workshop, participant, and supporting documentation updated on the ITC Event Platform (by the end of each month).

Months 10–12: Strategic Evaluation & Handover

• Biannual Training Report 2: Submit the second capacity-building report following partner data aggregation workshops by Month 10.
• Annual M&E Report: Deliver the consolidated 2026 annual data analysis report to the THRIVE Programme Manager by Month 12.
• Final M&E Report: Submit the ultimate contract closure report summarizing all deliverables, findings, recommendations, and lessons learned by the end of Month 12.
• Ongoing Systems: Complete final Monthly Activity Reports and lock in all year-end data on the ITC Event Platform.
