HUMAN RESOURCES ASSISTANT (Temporary Job Opening)

This position is located in the Human Resources Management Section of the Programme Support Management Services (PSMS) of the United Nations Trade and Development (UNCTAD). The Human Resources Assistant reports to the Chief of Section.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
Recruitment and placement
- Participates in the selection of candidates for all categories positions, including, evaluating and screening applications of candidates, preparing profiles of candidates, and advises on interviews preparations; conducting roster searches for job openings and identifying shortlists of candidates.
- Reviews and creates the job openings in Inspira in line with operational requirements.
- Assists in the filling of posts for all categories, including ensuring the completion of the pre-recruitment formalities.
- Assists in organizing and coordinating candidates' assessments and in preparing analysis of results.
- Oversees the maintenance of job opening files and tracking status of job openings.
- Reviews recruitment requests from Divisions and creates the Offer Management Request through Inspira for submission to UNOG/HR Partner.
- Liaises with Divisions and UN human resources service providers concerning administration of contracts, addresses general entitlement questions, and coordinates separation and reappointment of staff.
- Advises staff on visa and HR related matters.
- Reviews requests for exception to the Staff Rules and Regulations concerning contractual matters and staff entitlements and makes recommendation to the supervisor for decision.
Classification
- Assists in reviewing and processing requests for classification.
- Provides advice and answers to general queries on classification procedures and processes.
General
- Conducts research on precedents, policy rulings and procedures to ensure consistency in decision-making.
- Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports.
- Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
- Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; sets up and maintains files/records (electronic and paper); monitors deadlines, etc.
- Prepares written response to requests from Divisions and other queries concerning HR related matters.
- Trains and provides supervision to new and junior staff and takes up additional functions during the absence of the Human Resources Officer.
- Performs other duties as required.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required. The minimum years of progressively responsible experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Out of these, 4 years in a Human Resources office in the United Nations or a similar international organization is required. Experience in the management of large HR data, its analysis and reporting is required. Experience in the recruitment of staff for field deployment is desirable. Experience using ERP applications such as Umoja is desirable. Experience as HR practitioner with online recruitment platforms such as Inspira is desirable. Experience administering online assessments is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Arabic or French or Chinese (Mandarin) or Russian or Spanish is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
