About this role
This position is located in the Resources Management Section (RMS) of the Energy, Housing and Land Management Division of the United Nations Economic Commission for Europe (UNECE).
The incumbent is responsible for overseeing the further development and implementation of the United Nations Framework Classification for Resources (UNFC), in particular its application to minerals, critical raw materials and anthropogenic resources in the UNECE region. Through liaison with relevant stakeholders, both internal and external to the UN common system, the incumbent is responsible for producing global, regional, national, and sectoral technical policy analyses.
In alignment with the directives outlined in ECOSOC Decision 2021/250, to operationalize UNFC, the incumbent is responsible to further develop and facilitate implementation of UNFC, with a focus on critical raw materials, other minerals, and anthropogenic resources, by collaborating with all relevant stakeholders, including UN Member States, UN Regional Commissions, various UN agencies, intergovernmental organizations, industry representatives, civil society organizations, non-governmental organizations (NGOs), professional societies, academic institutions, and individual experts, by:
- Organizing technical meetings, seminars, workshops, and conferences to foster knowledge exchange and collaboration in relation to UNFC.
- Developing comprehensive technical and policy documentation, publications, and case studies related to the implementation of UNFC.
- Planning of annual work programme on UNFC, including milestones at semi-annual and quarterly periods.
- Managing daily work programme on UNFC: Allocation of assignments, participant support, contracts, and evaluation.
- Developing relevant key performance indicators (KPIs) to measure outcomes and to facilitate evaluation of programme of work.
In line with ECOSOC Resolution E/RES/2023/19, the incumbent will provide technical support to the further development and implementation of the United Nations Resource Management System (UNRMS) in the UNECE region and beyond, by organizing technical meetings, seminars, workshops, and conferences to foster knowledge exchange and collaboration in relation to UNRMS.

- Developing UNRMS modules and tools, as well as comprehensive technical and policy documentation, publications, and case studies related to the implementation of UNRMS.

- Developing relevant key performance indicators (KPIs) to measure outcomes and to facilitate evaluation of programme of work.
Provide technical expertise and knowhow to the UN Working Group on Transforming the Extractive Industries for Sustainable Development and promote implementation of UNFC and UNRMS in the outputs of the Working Group, with a focus on critical raw materials, as appropriate.
In collaboration with the Resources Management Section the incumbent will help:
- Organize the annual UNECE Resource Management Week, including the Expert Group on Resource Management annual session, and promote UNFC therein;
- Identify additional extrabudgetary resources for the work on sustainable resource management, particularly related to UNFC; and
- Build capacity on UNFC in the International Centres of Excellence on Sustainable Resource Management (ICE-SRMs) being established worldwide.
Represent the Division at international, regional and national meetings on sustainable resource management issues, ensuring coordination of the Division’s work with the work of the United Nations system and other international organizations. Represent the Division in providing technical guidance and assistance on the sustainable use of natural resources and resource management, including the application of UNFC, to other UNECE Divisions, UN organizations, international financial institutions, and regional organizations.
Develop and maintain relations with stakeholders, both internal and external, including the UNECE Sectoral Committees, and with senior officials of member governments and ensures timely responses to responses to requests for advice or assistance on sustainable resource management and policies, as well as on application of UNFC nationally and regionally.
Commission and supervise studies and analyses, that cannot be undertaken internally, related to resource classification, including case studies and national and regional guidance on UNFC.

Advanced university degree (Master’s degree or equivalent) in geology, mining/minerals/mineralogy, chemical or environmental engineering, earth sciences, geoscience, geochemistry, geophysics, petrology, or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in any field of study with an additional two years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in the management of energy and mineral resources or a related area is required. At least three years of experience having worked in or with the United Nations Framework Classification for Resources (UNFC) as part of a national or local government, international organization, private sector, academia or civil society is required. At least five years of experience working on critical raw materials is required. Experience working with economies in transition or developing countries is desirable. Experience working with national or local administrations that deal with energy and mineral resources is desirable. Two years or more of experience in data analytics or related to data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Russian or French is desirable.
