About this role

The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position heads the IIMM's Administration Section, currently based in Geneva, Switzerland. The Administrative Officer reports to the Deputy Head of the IIMM.

Within delegated authority, the Administrative Officer will be responsible for the following duties: Budget and Finance • Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of both regular budget and extra-budgetary resources. • Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. • Establishes and maintains a set of sound policies, procedures and tools required for the implementation of the IIMM's mandate to investigate serious international crimes in Myanmar, and ensure their consistency with UN policy and practice in order to ensure proper accounting, financial management and control, as well as confidentiality and discretion. General Administration • Implements and monitors support services, including through the procurement of supplies and services; transport, travel, communications, engineering and information technology support; and provision of local utilities and service requirements, taking into account the sensitive and confidential nature of the Mechanism's operations. • Provides advice to senior managers on human resource administration, financial administration and management information issues and practices. • Coordinates institutional governance activities including internal control monitoring, enterprise risk management and business continuity. • Manages and/or participates in the development of corporate strategies, including related to mental health and well-being, gender, misconduct and disability inclusion. • Manages Delegation of Authority within entity. Human Resource Management • Liaises with the United Nations Office for Geneva (UNOG) on the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures. • Reviews post incumbency reports for purposes of vacancy management and staffing table control. Other • Supervises and provides expert guidance and leadership to more junior staff. • Performs other related work as required.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required, including experience advising senior managers on resource planning and implementation as well as coordinating internal control monitoring, enterprise risk management and business continuity. Experience working in an entity conducting criminal investigations or criminal proceedings is required. Experience managing a team is required. Experience interpreting and applying UN policies, rules and regulations in the areas of administration, finance and budget, human resources and other related areas is required.

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
