Development of outreach packages on POPs for the private sector and general public
About this role
The consultant is expected to deliver the following outputs:
1. Inception report
A brief (max. 5 pages) inception report outlining the consultant’s proposed approach, methodology, timeline, and initial observations from the desk review, including a detailed work plan and engagement strategy for stakeholder consultations.
2. Summary of review and analysis
• A compiled summary of existing outreach materials, communication campaigns, and best practices relevant to (1) POPs awareness and (2) private sector engagement.
An analytical overview of the stakeholders groups exposed to specific POPs or groups of POPs in the sector, outreach formats and messaging strategies suited to different generic stakeholder groups (technical and non-technical), including an illustrative matrix mapping of generic stakeholder groups to communication priorities and outreach formats.
3. Draft outreach package for the private sector
• A knowledge package offering a generic yet adaptable template for use in different industrial and regulatory contexts, including::
- Overview of the Stockholm Convention’s relevance to industry
- Summary of POPs phase-out and alternatives
- Illustrative case studies on effective public-private partnerships (At least 5 case studies of maximum 350 words following a template agreed with the UNEP/GGKP)
• Sector-specific recommendations on good practices and workplace safety (including but not limited to agriculture, construction, waste management, transport, electronics, textiles and other)
• Guidance on reporting mechanisms and engagement with NFPs
• Prepared in editable, digital format (MS Word or similar), ready for further design, translation, localization and distribution.
4. Draft outreach package for the general public
• A fully drafted knowledge package aimed at raising public awareness, particularly in vulnerable and economically disadvantaged communities, including:
- Clear, accessible explanation of POPs and exposure pathways
- Practical tips and checklists to reduce risk
• Prepared in editable, digital format (MS Word or similar), ready for further design, translation, localization and distribution.
5. Stakeholder validation summary
• A brief report summarizing feedback received during consultations with project countries and regional executing agencies. Consultations will be organized by GGKP project team and conducted with a representative sample of stakeholders via regional executing agencies to gather feedback on general usability and adaptability of outreach materials.
• Overview of how feedback was integrated into final outreach materials.
6. Finalized outreach packages
• Final, stakeholder-validated versions of:
- Private sector outreach package
- General public outreach package
• Delivered in both editable and print-ready formats.
• Includes recommended visual/structural elements for layout and design, and guidance on potential distribution and use by public agencies.
7. Brief implementation guide
• A concise user guide for public authorities, outlining how to disseminate, localize, and adapt the materials to national contexts, and how they align with GGKP’s broader outreach strategy.
