About this role

Ultimate results of services Under the overall guidance of the Head of the Secretariat, and based on the 2025 Application Guidelines for the Call for Proposals, the experts will deliver individual appraisals for each eligible concept note submitted. A lead expert, to be selected from the pool of interested road safety experts, will consolidate individual scoring, harmonize comments, and prepare recommendations in December 2025 to facilitate the Steering Committee’s decision on selected and reserve projects; contribute to the preparation and chairing of the information sessions with 8-10 successful project teams; and submit a final list of recommendations for each project team to take account of in their final detailed project document.

Deliverables and Estimated number of working days

  1. Appraisal and Individual Call for Proposals Assessment Report: A panel of up to 6 technical road safety experts and 1 lead technical road safety expert will conduct a technical evaluation to assess eligible project concept notes. Evaluators’ comments will be technical and objective and provided for each criterion on the evaluation sheet. The expert’s comments and technical recommendations will be shared with the project teams for projects to strengthen the proposal for future submission and to provide solid justification for projects not shortlisted based on the proposal’s performance against the evaluation criteria. The experts will deliver the results of their appraisals and assessment (5-10 days)
  2. Consolidated Call for Proposals Assessment Report: With support from the Secretariat, the lead expert will consolidate individual scoring; harmonize comments; and prepare recommendations to facilitate the Steering Committee’s decision on selected and reserve projects. On that basis, the Secretariat will facilitate and finalize a report of results to be presented to the Steering Committee (2 - 3 days)
  3. Steering Committee participation: The lead expert, jointly with the secretariat, will participate in the SC to present the Report and answer questions from SC members. Specifically, questions on the experts’ comments will be directed to the expert. The SC will decide on selected and reserve proposals (1 day)
  4. Information Sessions: - The lead expert will moderate the information sessions, organized by the Secretariat, for each of the selected proposals. The lead expert will share the recommendations for improvements for the proposal. - The lead expert prepares the final list of recommendations emanating from the session which the project team shall take into account in the detailed project document. This session is attended by the project design team and all relevant road safety stakeholders, to increase opportunities to share best practices to improve the project and to create collaborations among road safety actors (5 days)

Tangible and measurable outputs of the work assignment

  1. Upon satisfactory submission of the individual concept note appraisals
  2. Upon satisfactory production of the final list of recommendations to project teams
